SOCAR IS READY TO MEET THE NEED FOR NATURAL GAS OF TANAP AND EUROPE


Rövnag Abdullayev, the president of SOCAR, stated that Azerbaijan had rich gas resources, and they had more than 3 trillion cubic meter gas reserves, and he said that it was taken an important step with Trans Anatolian Natural Gas Pipeline (TANAP).


Rövnag Abdullayev who stated that this line had potential to transfer not only the natural gas of Azerbaijan but also the gas of Central Asia, Middle East and Eastern Mediterranean to Europe within the scope of “South gas corridor” said that “Our these successes indicate once again that Azerbaijan is ready to play the part of reputable gas supplier of Europe”.


In his press conference on 21th November 2013 in Istanbul Grand Tarabya Hotel; Rövnag Abdullayev, the President of SOCAR which is Azerbaijan state oil company, gave information about the transfer of natural gas of Azerbaijan to Europe markets, and recent developments in Trans Anatolian Natural Gas Pipeline (TANAP).


Rövnag Abdullayev who stated that the foundation of interrelations between Azerbaijan and the European Union in the field of energy security is built up by the project of “South gas corridor” said that the negotiation of İlham Aliyev, the President Azerbaijan, and Dear Manuel Barroso, the president of the European Commission in January 2011 in Baku, and the acception of Joint Declaration about Strategic Alliance in energy sector form a start to carry out “South gas corridor” which shall serve to the next generations in Europe.


Rövnag Abdullayev who stated that Azerbaijan always supported this project reminded that agreements between gas customers of Europe were signed with continual negotiations conducted with Europe for 5 years, the selection and announcement of natural gas arch route of Europe in June of this year, and “Şahdeniz” consortium in September.


Azerbaijan is ready to play the part of reputable gas supplier of Europe


Rövnag Abdullayev who said that “Our these successes indicate once again that Azerbaijan is ready to play the part of reputable gas supplier of Europe” stated that the transfer of gas of Azerbaijan in the first phase is planned within the scope of performance of second phase of handling of gas-condensate field, and he said following:


Currently, we are carrying out the last preliminary works to start the programme of performance of this project completely together with our partners. Annual additional gas production in this field under ‘Phase 2’ should be minimal 16 billion cubic meter. We shall supply 10 billion cubic meter natural gas to Europe consumers in a year in the first step pursuant to the present plan. With the successful performance of plans, Azerbaijan shall be able to transfer the first part of “Şahdeniz” gas to Turkey in 2018, and to Europe in 2019. As it is agreed with customers, gas shall be transferred to Italy, Albania and Greece by means of TAP- Transadriatic pipe arch. SOCAR plans to play a locomotive role in transferring of the gas of Azerbaijan to the domestic markets of Europe via Georgia and Turkey.


The Works of Pipeline


Rövnag Abdullayev who stated that Azerbaijan had rich gas resources and they had more than 3 trillion cubic meter gas reserves also stated that total export potential of Azerbaijan shall be extended to minimal 40-50 billion cubic meter gas volume until 2025. 


Rövnag Abdullayev who stated that the large part of the gas could be transferred to Europe market, and to transfer such large volumes, there was the need for the infrastructure of pipeline which shall allow the natural gas be safely transferred to Europe from Azerbaijan pursued like that:


“In our opinion, such a system should be in 3 parts: The first part’s role shall be performed by South Caucasian gas pipe arch which carries out the transfer of producted gas to Georgia and Turkey within the scope of “Şahdeniz-1” now. We shall perform the project of Trans Anatolian Natural Gas Pipeline (TANAP) as the second important and unifying part. The construction of this arch shall provide with increase in energy security and in the potential of export of Azerbaijan and Turkey. The construction of this new gas pipeline is the joint venture of two states, and all legal procedures about the issue are concluded now. With the operatorship of SOCAP, consortium consisted of BOTAŞ and TPAO companies has been constituted. The attendance of “Şahdeniz” partners to this consortium is topical. TANAP’s ability to transit shall be 16 billion cubic meter in the first step. It shall be taken into consideration the opportunities to extend it to 30 billion cubic meter.”


It shall transfer the gas of Central Asia, Middle East, and Eastern Mediterranean to Europe.
Rövnag Abdullayev who told that in the future, this line had potential to transfer not only the natural gas of Azerbaijan but also the gas of Central Asia, Middle East and Eastern Mediterranean to Europe within the scope of “South gas corridor” said the following:


“South gas corridor” shall be carried out step by step, and its unifying basis shall be formed by TANAP: gas of azerbaijan in the first phase, and gas produced in Caspian Sea and other Eastern countries in the second phase shall be transferred by means of this arch. The third part is TAP gas pipeline. Azerbaijan’s rich gas resources and our progress in forming “South corridor” indicate that alternative resources which we shall bring to Europe markets shall get beyond the limits of markets of Italy, Albania and Greece in the future. For transferring of new equipment sources to Europe markets by means of “South gas corridor” in the near future, the volume of gas export to Europe shall increase with the potential extension of TAP, also opening of a second route towards Austria from the land of Bulgaria, Romania and Hungary.


It shall enliven the economies of Southern East Europe


Rövnag Abdullayev who stated that forty percent of this project used in volume of 45 billion dollars shall be used in the construction of these three pipeline systems said that thus local companies would be included in the construction in the countries which pipelines pass, so that it would enliven notably the economies of countries of South Eastern Europe where global economic crisis is severely effective by the way of making use of local labor.


Rövnag Abdullayev who said that the competition which shall be useful for the market of natural gas shall affect positively energy prices which constitute the basis of economic growth at the same time said that he would fulfill his own responsibilities respectively and in full will to provide with energy security of Azerbaijan partners as Aliyev, the president of Azerbaijan, said.
The Most Sizable Investment in the Geography Extended over Europe and Caucasians After 2008 Crisis


Rövnag Abdullayev who also answered the questions of journalists in the press conference keynoted that TANAP was a critical part of the South Gas corridor as an answer to that question: “In what point is TANAP now? He stated that the project was progressing rapidly, and they continued with their partners in Turkish and “Şah Deniz” Corsortium, and he said that “The project had a strategic importance because of both gas supply from Turkey’s Caspian resources and the transfer of gas to Europe.”.


The project which we plan to found within 2014 shall hopefully be completed in 2018. He said that “When Şah Deniz 2 is evaluated with South Caucasian pipeline, TANAP, and TAP, that is together with South Gas Corridor, it is the most sizable investment in the geography extended over Europe and Caucasians after 2008 crisis in our investments.”.

As  the answer to the question “What does SOCAR propose in Turkey at the end of these investments?”, Rövnag Abdullayev said that “When our investments are completed in 2018, we will reach the condition of the largest investor in stages of energy sector. We operate in a wide range extending to TANAP natural gas pipeline from Baku- Tbilisi- Ceyhan oil pipeline, to refinery from the production of petrochemistry, to port sector from the production of electricity. As you see, it is an important evaluation of the company as SOCAR Turkey. We will continue our activities as a very powerful player of energy both in Turkey and in international arena.
